HJ Res 15 to Repeal 22nd Amendment and Remove Term Limits for President - 113th Congress and Isaiah 49:25-26






This is nothing new. Similar proposals have been made every two years or so over the past two decades.

What makes this attempt so significant and alarming are the compounded conditions we face at this time, and the indisputable fact that the individual occupying the White House is the single greatest security threat our nation has ever encountered.

Previous attempts to remove presidential term limits have loosened the screw, so to speak, for the final twist. Let us not allow this to become the final twist.

Proposing an amendment to the Constitution of the United States to repeal the twenty-second article of amendment, thereby removing the limitation on the number of terms an individual may serve as President.

IN THE HOUSE OF REPRESENTATIVES

January 4, 2013

Mr. SERRANO introduced the following joint resolution; which was referred to the Committee on the Judiciary

JOINT RESOLUTION

Proposing an amendment to the Constitution of the United States to repeal the twenty-second article of amendment, thereby removing the limitation on the number of terms an individual may serve as President.

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled (two-thirds of each House concurring therein), That the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several States within seven years after the date of its submission for ratification:

`Article--

'The twenty-second article of amendment to the Constitution of the United States is hereby repealed.'.

The 22nd Amendment

AMENDMENT XXII

SECTION 1.

No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of the President more than once. But this article shall not apply to any person holding the office of President when this article was proposed by the Congress, and shall not prevent any person who may be holding the office of President, or acting as President, during the term within which this article becomes operative from holding the office of President or acting as President during the remainder of such term.

SECTION 2.

This article shall be inoperative unless it shall have been ratified as an amendment to the Constitution by the legislatures of three-fourths of the several states within seven years from the date of its submission to the states by the Congress.
